Also is the question related to the World Cup FINALS or just in the World Cup. Some teams may have played in every World Cup but not qualified for the finals !!
Just thinking about this (I haven't looked this up anywhere like some might) but......
If the question is related to World Cup "Finals" then it might be Brazil (or Argentina), but if its the FINAL game then Germany might be a good shout too. I think they have played in more than Brazil or Argentina.
